Мақалада 2026 жылғы 15 наурыздағы республикалық референдумда қабылданған Қазақстан Республикасының жаңа Конституциясын әзірлеу, қоғамдық талқылау және іске асыру үдерісі зерттеледі. Зерттеудің мақсаты – конституциялық жаңғыртудың рәсімдік заңдылығын, негізгі институционалдық жаңалықтардың мазмұнын және оларды заңнама мен мемлекеттік практикаға енгізудің бастапқы нәтижелерін бағалау. Дереккөздер ретінде Конституциялық комиссия отырыстарының материалдары, жаңа Конституцияның мәтіні, референдумның ресми қорытындылары, Құрылтай және оның депутаттарының мәртебесі туралы заң, сондай-ақ салыстырмалы конституциялық құқық жөніндегі заманауи зерттеулер пайдаланылды. Формальды-заңдық, жүйелік-құрылымдық, салыстырмалы-құқықтық және институционалдық әдістер қолданылды. Реформа бір мезгілде конституциялық мәтінді жаңарту, билік архитектурасын қайта құру және қоғамдық құндылықтарды нормативтік бекіту сипатында екені анықталды. Негізгі өзгерістерге екі палаталы Парламенттің орнына бір палаталы Құрылтайдың құрылуы, Вице-Президент лауазымының енгізілуі, заң шығару және бақылау рәсімдерінің өзгеруі, адам құқықтары мен конституциялық міндеттердің нақтылануы, сондай-ақ жаңа өтпелі тетіктің қалыптасуы жатады. Қоғамдық ұсыныстарды цифрлық платформалар арқылы жинау және комиссия отырыстарын тікелей көрсету ашықтықты арттырғанымен, қатысудың сапасын бағалау үшін ұсыныстардың қабылдануы немесе қабылданбауы туралы уәжді кері байланыс қажет. Автор конституциялық реформаның нәтижелілігін тек қабылданған заңдардың санымен емес, институттардың дербестігімен, құқықтардың сот арқылы қорғалуымен және биліктің есептілігімен өлшеуді ұсынады. Іске асырудың кезеңдік картасы, конституциялық мониторинг және ашық есептілік жаңа нормалардың декларативті сипатта қалу тәуекелін азайтады. Зерттеу нәтижелері заң шығарушы органдарға, конституциялық бақылау субъектілеріне және құқықтық саясатты әзірлейтін сарапшыларға жаңа конституциялық модельдің тиімділігін бағалау үшін қолданбалы өлшемдер ұсынады.
